With the Japanese capital on the brink of absolute destruction, cyberpunk biker Tetsuo (voice of Nozomu Sasaki) has become involved in a top-secret military research project and has begun to develop special powers.
The police and the army attempt to contain Tetsuo, but his transformation gathers speed rapidly, and soon not even his friend Kaneda (Mitsuo Iwata) can help him as society descends further into chaos.
